Regulatory Guidelines for Admission of Graduate Students Without Bachelor's Degree/License Certificates


1. Definition

The purpose of these guidelines is to organize the admission process for graduate students who do not possess official certificates proving the completion of a bachelor's or license degree due to compelling reasons or exceptional circumstances. This includes ensuring the verification of their academic competence through accurate and reliable alternative methods.


2. Target Group

  1. Students affected by wars, disasters, or forced displacement

  2. Students who studied in traditional or unaccredited institutions

  3. Individuals with academic and scientific experience equivalent to the qualifications of the first university degree


3. Admission Requirements

  1. Completion of the specific admission application form

  2. Submission of a detailed academic resume

  3. Providing a written statement explaining the reasons for the loss of official documents

  4. Passing a comprehensive preparatory test in the field of study

  5. Passing an academic interview with an academic committee

  6. Completion of preparatory courses for one or two semesters

  7. Submission of a preliminary research project or case study


4. Admission Procedures

  1. Application Submission: Applications can be submitted electronically or in paper form.

  2. Submission of Resume: A resume including relevant experiences and activities along with necessary documentation must be submitted.

  3. Preparatory Test: A test will be conducted to assess the candidate’s competence at the bachelor’s level.

  4. Academic Interview: An academic interview will be held with a specialized committee to evaluate eligibility.

  5. Conditional Admission: Conditional admission will be granted for one semester based on the committee’s recommendations.

5. Special Academic Committee

The Higher Equivalency Committee at Ureed International University for Graduate Studies will evaluate the qualifications of students without official certificates due to exceptional circumstances. The committee will be composed of:

  1. University President

  2. University Secretary-General

  3. Two Deans representing various disciplines

  4. Experts may be added to the committee to achieve its objectives

  5. A representative from the legal department or student affairs

  6. The committee's decisions will be presented to the University Council for approval.


6. Evaluation Criteria

  • Resume (20%): Submission of a comprehensive resume including experiences and activities

  • Preparatory Test (20%): Assessing competence at the bachelor’s level

  • Academic Interview (10%): Evaluating eligibility through an academic interview with a specialized committee

  • Preparatory Courses (40%): Completion of preparatory courses according to the requirements of the field of study

  • Research Project (10%): Submission of a preliminary research project or case study


7. Academic Guarantees

  • Students admitted under these guidelines will be treated equally with other students in terms of courses, supervision, and graduation.

  • Ureed International University for Graduate Studies reserves the right to review admission in case of false or forged information.


8. Final Provisions

  • These guidelines apply only in special and exceptional cases.

  • These procedures will be reviewed periodically according to the development of national regulations and policies.

  • The Higher Committee will determine the tuition fees in accordance with approved standards.
